미국 부시 대통령 2007년 연두교서

미래포럼은 미국 부시 대통령의 연두교서를 요약하여 소개해드립니다.

독재를 민주주의로 교체하려는 부시정권의 자유아젠다가 전세계에 확산되기를 기원하고 특히 한반도에서 자유가 확산되기를 바라는 뜻에서 연두교서를 소개합니다. 연두교서가 한미동맹과 자유민주주의를 강화하는 자료가 되기를 바랍니다.

노무현과 열우당에게 비굴하게 아부하는 이재오. 한나라당 보수파를 색깔론과 수구보수로 매도하는 이재오. 그를 한나라당 대표로 민 이명박.

천문학적인 예산이 드는 대역사인 운하를 6개월내에 완공한다는 이명박이 20조원 예산을 절감한다니 기가 막힌다.

테러와의 전쟁에도 불구하고 720만 고용창출을 한 부시 대통령의연두교서. 정치테러를 극복하고 영국 대처와 같은 지도력을 국민은 기다린다.

Thank you very much. AND tonight, I have a high privilige and distinct honor of my own - as the first President to begin the State of the Union message with these words: Madam Speaker, (Applause.)

대단히 감사합니다. 오늘 밤 저는 연두교서를 발표하면서 여성 국회 의장이라는 칭호를 처음 사용하는 미국 대통령으로서의 특권과 명예를 가졌습니다. (박수)

The rite of custon brings us together at a defining hour - when decisions are hard and courage is needed.
We must have the will to face difficult challenges and determined enemies - and the wisdom to face them together.

결정이 고되고 용기가 필요한 때에 관습의 의식은 우리에게 분명한 시간을 줍니다. 우리는 어려운 도전과 확고한 적에 대한 의지와 그들을 함께 대처할 지혜를 가져야 합니다.

A future of hope and opportunity begins with a growing economy - and that what we have.

희망과 기회의 미래는 우리가 현재 가지고 있는 성장하는 경제와 시작합니다.

We're now in the 41st month of uninterrupted job growth, in a recovery that has created 7.2 million new jobs - so far. Unemployment is low, inflation is low, and wages are rising. This economy is on the mover, and our job is to keep it that way, not with more government, but with more enterprise. (Applause.)

우리는 현재 41개월 연속 고용창출을 기록하는 경기회복으로 720만 새로운 고용을 창출하고 있습니다. 실업률은 낮고, 인플레도 낮으며 임금은 오르고 있습니다. 더 큰 정부가 아니라 더 큰 시장으로 경제는 호전되고 직업도 그런 방향으로 갑니다.(박수)

Tonight, I want to discuss three economic reforms that deserve to be priorities for this Congress.
First, we must balance the federal budget.(Applause). We can do so wihtout raising taxes. (Applause.)
We set a goal of cutting the deficit in half by 2009, and met that goal three years ahead of schedule. (Applause.)

오늘밤, 저는 의회가 우선해야 할 세가지 경제개혁을 의논하고 싶습니다. (박수)
첫째 우리는 연방예산 균형을 유지해야 합니다. (박수)
우리는 2009년까지 계획보다 3년을 앞당겨 결손을 절반으로 감할 목표를 설정했습니다.

Next, there is the matter of earmarks. These special interest items are often slipped into bills at the last hour - when not even C-SPAN is watching. (Laughter.) In 2005 alone, the number of earmarks grew to over 13,000 and totaled nearly $18 billion. So let us work together to reform the budget process, expose every earmarks at lease in half by the end of this session.(Applause.)

다음은 원산지 표시 문제입니다. 특별한 항목이 마지막 순간에 가끔 입법화되므로 주목을 받지 못합니다. (웃음)
2005년 한해 원산지 표시는 13,000에 이르러 180억 달러에 이르렀습니다. 우리는 함께 예산과정을 개혁하여 이번 회기 년도 말까지 원산지 표지를 절반으로 줄여야 합니다. (박수)

And, finally, to keep this economy strong we must take on the challenge of entitlements. Social Securiy and Medicare and Medicaid are commitments of conscience, and so it is our duty to keep them permanently sound.

결국 경제를 강하게 하기 위하여 상황의 도전에 대처해야 합니다. 사회안전과 의료와 의료구조는 양심의 언약입니다. 그것들을 항구적으로 건전하게 하는 것이 우리의 의무입니다.

Yet, we're failing in that duty. And this failure will one day leave our children with three bad options: huge tax increase, huge deficits, or huge and immediate cuts in benefits. So let us work together and do it now. With enough good sense and goodwill, you and I can fix Medicare and Medicaid - and save Social Securiy (Applause.)

그러나 우리는 그러한 의무에 실패했씁니다. 이러한 실패는 어느날 우리의 자녀들에게 세가지 나쁜 과제 즉 거대한 세금증가, 거대한 결손, 거대하고 즉각적인 이익결손을 물려주게 됩니다. 풍부한 선한 감각과 선의로 여러분과 저는 의료구호를 기하고 사회안전을 구해야 합니다. (박수)

Spreading opportunity and hope in America also requires public schools that give childred the knowledge and character they need in life. And because we acted by passing the No Child Left Behind, students are performing better in reading and math, and minority students are closing the achievement gap.

미국에서 기회와 희망을 확산시키는 것은 또한 자녀들에게 지식과 그들이 인생에 필요한 인성을 길러주는 공립학교를 필요로 합니다. 어린이 뒤쳐지지 않게 (No Child Left Behind) 법안을 통과시키는 행동을 했기 때문에 학생들은 읽기, 수학을 더 잘 할 수 있게 되고 소수의 학생들이 성적 갶을 끝낼 수 있게 되었습니다.

Now the task is to build on the success.
A future of hope and opportuniy regquires that all our citizens have affordable and available healthcare.(Applause.)

업무는 성공적입니다. 희망과 기회의 미래는 모든 시민이 건강구호의 도움을 받는 것을 필요로 합니다. (박수)

And so tonight, I propose two new initiatives to help more Americans afford theit own insurance. First, I propose a standard tax deduction for healthcare. (Applause.)

오늘 밤, 저는 두가지 그들의 보험을 들 여유를 도와주는 두가지 제안을 합니다. 첫재 저는 건강구호를 위해 표준적인 세금감액을 제안합니다. (박수)

My second proposal is to help the states that are coming up with innovative ways to cover the uninsured.

저의 두번째 제안은 보험에 들지 아니한 사람들을 커버하는 혁신적인 방안을 마련하는 것입니다.

We should establish a legal and orderly path for foreign workers to enter our country to work on a temporary basis. We need to resolve the status of the illegal immigrants who are already in our country without animosity and without amnesty. (Applause.)

우리는 외국인 근로자들이 우리 사회에서 임시적으로 일하기 위해 입국하는 법적인 질서를 유지하는 방안을 마련하여야 합니다. 우리는 사면없이 우리나라에 이미 불법으로 들어온 이민자의 상태를 해결할 필요가 있습니다.

Extending hope and opportunity depends on a stable supply of energy that keeps America's economy running and America's environment clean. It's in our vital interest to diversify America's energy supply. We must continue changing the way America generates electric power, by even greater use of clean coal technology, solar and wind energy, and clean, safe nuclear power. (Applause.)

희망과 기회를 확산시키려면 미국경제를 운영하고 미국의 환경을 깨끗이 하는 에너지의 안정적인 공급을 해주어야 합니다. 미국의 에너지 공급을 다양화하는 것은 우리의 주요한 이익입니다. 우리는 깨끗한 석탄기술과 태양, 바람 에너지, 안전한 핵발전소와 같은 에너지를 널리 더 사용하는 등으로 미국이 전력을 생산하는 방법을 바꾸어야 합니다. (박수)

We made a lot of progress, thanks to good policies here in Washington and the strong response of the market.
Let us build on the work we've done and reduce gasoline usage in the United States by 20 percent in the next 10 years. (Applause.) America is on the verge of technological breakthroughs that will enable us to live our lives less dependent on oil.

우리는 여기 워싱턴에서 좋은 정책과 시장의 강한 반응으로 많은 발전을 이룩했습니다. 우리는 미국에서 다음 10년동안 개솔린 사용을 20%나 즐이는 일을 합시다. (박수) 미국은 우리들의 생활을 석유에 덜 의존할 기술적인 돌파를 할 시기에 왔습니다.

We stopped an al Qaeda plot to fly a hijacked airplane into the tallest building on the West Coast. We broke up a Southeast Asian terror cell grooming operatives for attacks inside the United States. We uncovered an al Qaeda cell developing anthox to be used in attacks against America.

우리는 서해안에서 고층빌딩을 테러하려는 알카에다의 음모를 저지했습니다. 우리는 미국내 남아시아 테러 세포조직을 박멸하였습니다. 우리는 미국내에서 앤드락스 테러를 하려는 알카에다 세포조직을 조사했습니다.

The Shia and Suni extremists are different faces of the same totalitarian threat. This war is more than a clash of arms - it is a decisive ideological struggle, and the security of our nation is in the balance.

시아파와 수니파 극단주의자는 똑같이 전체주의 위협세력입니다. 테러와의 전쟁은 무력충돌보다 더한 이념대결로 우리나라의 안전이 균형을 이루는 것입니다.

The great question of our day is whether America will help men and women in the Middle East to build free societies and share in the rights of all humanity.

우리들의 날의 위대한 질문은 미국이 중동에서 남녀가 자유로운 사회에서 인류애의 권리를 나눌 수 있도록 도와줄 수있느냐입니다.

Our goal is a democratic Iraq that upholds the rule of law, respects the rights of its people, provides them security, and is an ally in the war on terror. In order to make progress toward this goal, the Iraqi government must stop the sectarian violence in its capital.

우리들의 목적은 법의 지배, 주민의 권리 존중, 그들의 안전공급을 지탱하는 테터와의 전쟁을 치르고 이는 우리의 동맹 민주적인 이라크입니다. 이러한 목적을 위하여 이라크 정부는 수도에서의 인종적인 폭력을 멈추게 해야 합니다.

The people of Iraq want to live in peace, and now it's time for their government to act.
If American forces step back before Bagdad is secure, the Iraqi government would be overrun by extremists on all sides. And I ask you to supporty our troops in the field, and those on their way. (Applause.)

이라크주민은 평화롭게 살고 싶어 합니다. 그들의 정부가 행동해야 할 때입니다. 미군이 바그다드에서 물러나면 이라크 정부는 모든 주위로부터 극단주의자에 의하여 전복되고 말 것입니다. 저는 전쟁터에서 우리들의 군대를 지원해주기를 호소합니다. (박수)

The war on terror we fight today is a generational struggle that will continue long after you and I have turned our duties over to others. Americans can have confidence in the outcome of this struggle because we're not in this struggle alone. In Iraq, multinational forces are operating under a mandate from the United Nations.

오늘 우리가 싸우는 테러와의 전쟁은 세대에 걸친 투쟁으로 우리들이 다른이들에게 넘겨주며 이겨야 할 의무입니다. 미국인은 이 투쟁에서 혼자가 아니므로 이투쟁의 성과를 자신합니다. 이라크에서 다국적ㅇ군이 유엔의 지휘로 임무를 수행하고 있습니다.

The United Nations has imposed sanctions on Iran, and made it clear that the world will not allow the regime in Teheran to acquire nuclear weapons.

유엔은 이란에게 제재를 가했습니다. 세계가 테헤란에서 핵무기를 허용하지 않는 것을 분명히 했습니다.

We've met challenges and faced dangers, and we know that more lie ahead. Yet we can go forward with confidence - because the State of our Union is strong, our cause in the world is right, and tonight that cause goes on. God bless.(Applause.)

우리는 도전과 위험에 처했습니다. 우리는 우리앞에 더 많은 것들이 놓여있는 것을 압니다. 그러나 우리는 미국이 강하고 세계에서 우리의 명분이 옳고 오늘밤 명분이 진전되기 때문에 우리는 자신있게 전진할 것입니다. 하나님이 축복해 주시기를 기도드립니다.
