“가능한 빨리 4대강 사업을 중단하라”

 

 

이는 지난 18일 민주당 고위정책회의에 참석한 하천 정비와 재자연화분야의 세계적 명성이 높은 독일의 칼스루헤대학(University of Karlsruhe)의 ‘한스 헬무트 베른하르트((Hans Helmut Bernhart)가 한 말이다.

 

이 글은 민주당 김진애 의원의 ‘김진애 공간정치/4대강-대운하’라는 사이트와 민주당 사이트에 게재돼 있다.

 

베른하르트 교수는 지난 1976년 독일 정부와의 소송에서 라인강에 만들어진 이페자임(Iffezheim) 보 때문에 홍수가 발생했다는 점을 과학적으로 입증해 승소했던 인물로, 그 소송을 계기로 독일 정부는 더 이상 대형보를 건설하지 않고 있다.

 

그는 강을 연구하는 학자로서 세계의 많은 국가들을 방문했다고 말하고 처음 한국에서 ‘녹색뉴딜(Green New Deal)’과 ‘4대강 살리기 사업’ 소식을 듣고 놀라움과 호의적인 생각이 들었다면서 더구나 유엔환경계획(UNEP)이 긍정적으로 평가했다는 얘기를 들었기 때문에 구체적 사업계획에 대해 관심을 갖지 않을 수 없었다고 털어놓았다.

 

그는 이후 유엔환경계획의 관련 보고서를 읽고 4대강 계획에 대해 보다 더 구체적으로 알고 싶었다면서, 이후 4대강 사진과 인공위성 사진을 살펴보고 이 사업계획이 ‘하천복원’으로 이해해야 할지 의구심을 갖게 됐다고 말했다. 

 

그는 이어 다뉴브 강 국제심포지엄에서 이 사업에 상세한 정보를 얻게 됐으며, 이후 모든 것이 분명해졌다고 자신이 4대강에 큰 관심을 갖게 된 경위를 설명했다.

 

그는 분명하게도 4대강 사업은 ‘하천복원’도 ‘하천정비’로도 분류할 수 없는 사업이라고 말하고, 연쇄적인 대형 보 건설 계획으로 볼 때 매우 심각한 결과를 가져올 수밖에 없는 전통적인 ‘운하건설’과 비슷하다고 밝히면서 자연에 가깝던 살아있는 강들이 정체수역으로 바뀌면서 지금까지 유지해왔던 생명력을 파괴할 수밖에 없다는 점에서 하천복원도 정비로도 분류할 수 없다고 강조했다.

 

그는 이어 4대강 사업의 모델이 독일의 ‘마인-다뉴브 운하’라는 인상을 주고 있다는 점이라고 말하고, ‘마인-다뉴브 운하’ 건설은 독일 역사에서 가장 비경제적이고 어리석은 사업으로 평가받고 있다고 소개했다.

 

베른하르트 교수는 독일 라인 강에서 홍수를 예방하고 수변 숲을 보호하기 위해 보 건설을 중단한 것은 1980년대 초부터이며, 주목할 만한 것은 프랑스와 협약까지 맺었던 칼스루헤(Karlsruhe) 남부의 나우/노이부르크(Au/Neuburg) 보 건설이 포기되었다는 사실이라고 강조했다.

 

또, 오스트리아 빈(Wien)의 동쪽 하인부르크(Hainburg) 인근에 건설할 예정이던 보 건설계획도 10년간의 격렬한 논쟁 끝에 폐기되었고, 1996년에는 이 아름다운 강 주변에 다뉴브 강 수변 국립공원(Nationalpark-Donauauen)이 조성되어 시민들의 각별한 사랑을 받는 곳으로 탈바꿈했다고 말했다.

 

이 외에도 헝가리 부다페스트 북쪽 다뉴브 강 구간의 나기마로스(Nagymaros) 보도 완공되지 못했고, 2002년에는 독일 바이에른 주 이사르 강 합류부 아래에 건설할 예정이던 보 역시 독일 연방의회의 결정에 따라 건설이 중단되었다고 소개했다.

 

결국 핵심은 “강의 복원은 현재의 상태를 개선하고, 강 생태계를 자연에 가까운 상태로 되돌리기 위해 필요하다”는 사실이라면서, 한국의 강들은 많은 구간에서 아름다운 경관과 자연적인 상태를 유지하고 있다고 밝히고, 가능한 한 빨리 4대강 사업을 중단하라고 충고했다.

 

그리고 그는 “아직 파괴되지 않고 남아 있는 것들을 구하기 위해, 앞으로 무엇을 해야 하는지 토론을 시작하라”고 촉구하고, 이미 형체를 알아보기 힘들 정도로 훼손된 강들을 어떻게 복원할 것인지 진지한 논쟁이 필요하다는 견해를 밝히면서, 보 건설이 가져올 결과가 어떤 것인지 언제든지 밝힐 용의가 있다고 강조했다.

Opinions on the ‘Four Major Rivers Project in Korea'

 

 

Ladies and gentlemen,

 

It is a great honour for me to have an opportunity to speak to you about my assessment on the Four Rivers Project in Korea. It should not be an easy task though, for merely as a visitor to Korea, I am about to give you a recommendation concerning a critical matter in such an important occasion as this.

 

As a scholar studying rivers, I have visited a lot of countries over quite a long time. In the beginning, I was consulting about engineering plans in purely technical terms, but with time, I could not help but recognize what to be ensured by civil engineering in ecosystems.

 

When I first heard about the 'Green New Deal' and the 'Four Major Rivers Restoration Project', I imagined them in favourable expectations. Especially the UNEP's high opinion made me take a closer look at the Four Rivers Project. However, when I had an opportunity to look into the photographs and satellite images of the Project, I came to question myself if we could understand the Project as a 'river restoration'.

 

The whole picture has gotten clear after I could get thorough information on the Project from an expert who had visited Korea at an international symposium on the Danube River, which was held in Niederalteich, Germany in December 2010.

 

The truth is that the Four Rivers Project can never be classified as a 'river restoration', not even a 'river regulation'. Given its planning of a series of large dams, this Project is extremely close to typical canal construction projects. Even more so given that the almost natural rivers will be turned into completely artificial and static waters, and that their vitality will be totally destroyed. What shocked me was that the Four Rivers Project looked as if it was modeled after the Main-Danube Canal in Germany, which is still being criticized as one of the most unfeasible and stupid projects in German history.

 

Germany stopped constructing dams on the Rhein River in the early 1980s and has been protecting the neighboring forests ever since. One crucial example is the aborted plan for the construction of the Au/Neuburg Dam in the South of Karlsruhe, for which an agreement was made between France and Germany. A plan for a dam construction near Hainburg in Wien, Austria was also cancelled after a decade of stormy debate. The site was transformed into a beautiful riverside national park, Donauauen, in 1996 and has been cherished by so many citizens ever since.

 

The list continues. The Nagymaros Dam in the Danube River to the north of Budapest, Hungary could not see its completion. Another dam construction which had been planned at the confluence of the Donau and the Isar River in Freistaat Bayern was also stopped according to the resolution of the Bundestag. I was deeply engaged in all these projects, and would like to speak more specifically about what I have learned from my experiences at the international conference on the Four Rivers Project this afternoon.

 

What the above-mentioned cases mean is that we in Europe including Germany have already begun to think differently and that this shift in thinking has been reflected in the law. In this regard, the EU Water Framework Directive is a law of crucial importance. This law stipulates that we must not implement any plans that might exacerbate present state and conditions of the rivers. The EU Water Framework Directive also prescribes measures to improve current river conditions so as to restore health in the aquatic ecosystem. Pursuant to the law, two dams in the area of the Loire River in France were exploded and completely removed to ensure salmon migration. These are not the only places where discussions on thess kinds of measures are currently underway.

 

The key is that “river restoration is needed only to improve current river conditions and to bring river ecosystems back into its natural state”. Korean rivers maintain scenic beauty in their natural state in many sections. How do you think you can 'restore' these rivers which are already natural? Sadly enough, as Germany has experienced, dredging and dam construction will only bring you irrevocable consequences which result from destruction of the rivers.

 

Korea is a rapidly developing country. That makes me wonder why you are trying to apply half a century old knowledge to your rivers. You should not repeat the mistakes we made in the past; instead, you should apply to your rivers the latest knowledge. In conclusion, I would sincerely recommend you stop the Four Rivers Project as soon as possible and start to discuss what to be done to save what still remains undestroyed. Sincere debates are required to discuss how to 'restore' rivers which are irrecognizably damaged already through the Project. If needed, I would gladly come forward to tell you about the consequences of dam construction anytime.
