9.19 군사합의, 군사주권 북에 줬다

아래는 12.25.자 조선일보 사설을 축약한 것이다. 사설 제목은 "우리 軍 일거수일투족 시비하는 北, '남북군사합의'가 빌미 됐다."

"북한이 하루가 멀다 하고 '9·19 남북군사합의'를 빌미로 우리 군의 일거수일투족을 트집 잡고 있다. 12.24일에는 국방부가 공개한 적도 없는 수도권 야외 기동훈련까지 비난하며 "적대 관계 종식을 확약한 남북 군사 합의에 배치된다"고 비난했다. 지난달 초 한·미 소규모 해병대 훈련을 시작으로 우리 군이 방어용 요격미사일을 도입해도, 국방 예산을 늘려도, 전군 지휘관 회의를 열어도 꼬투리를 잡아 '평화를 깨는 행위'로 몰고 있다. "군사합의 위반" 시비만 벌써 7~8건에 달한다."

"북의 이런 공세는 군사 합의의 '독소 조항'에서 비롯됐다. 특히 1조 1항은 "쌍방은 군사 훈련 및 무력 증강, 상대 정찰 문제 등에 대해 남북군사공동위를 가동해 협의한다"고 돼 있는데, 이 조항대로 군사공동위가 열리면 한국은 독자 훈련이나 신무기를 도입할 때마다 북한 '동의'를 구해야 하는 상황을 맞을 수 있다. 안보 포기나 마찬가지다. 올 한 해 남북 간에 세 차례 정상회담이 열리면서 한반도 긴장이 완화됐다고는 하지만 북의 핵무기는 물론이고 재래식 전력까지 모두 그대로다. 우리가 가장 경계해야 할 군사적 위협이 북한이라는 데 이의가 있을 수 없다. 그런데도 우리 군이 국민을 지키기 위해 훈련을 하거나 전력을 확충할 때마다 북이 '우리 허락 받고 하라'고 나오게 된 것이다. '군사 주권'을 우리 안보를 가장 위협하는 상대에게 맡기는 나라가 지구상에 어디 있겠나."

Following is a summary of an editorial of Chosun Ilbo (daily news) on December 25. The title was “The North assumes defiant attitudes toward every movement of our Armed Forces”. The military agreement between the South and North has become the cause of trouble.

North Korea would not wait for another day to find fault with every movement of our Armed Forces questioning closely on “the September 19th Military Agreement between South-North Korea”. On December 24, they criticized even the capital region field maneuvering exercise which the Defense Ministry had not made public, and denounced that, “it runs counter to the South-North military agreement which promised definitely to end the hostile confrontation”. Starting with the ROK-US marine corps united drill in limited-scale in early last month, and when our Army introduced defensive interceptor missiles from abroad, and when we increased defense budget, and even when we held the whole force commanders meeting, they have been finding fault with every of them anyhow, and blaming us for ‘breaking the peace’. Their provocation of quarrel about ‘violation of military agreement’ reaches already seven or eight cases.

This offensive of North Korea originated from the ‘poisonous clause’ in the military agreement. Especially, the clause 1 of article 1 specifies that ‘both parties shall open South-North joint military committee to discuss the matters such as military exercise and reinforcement of armed capabilities, reconnaissance on the other party, etc.. If joint military committee is to open as specified, then South Korea will have to face the situation to beg consent from the North whenever it does independent exercise or introduces new weapons. It is no different that giving up national security. Though tension in Korean peninsula is said to have been eased with the inter-Korean summit meeting held three times this year, the North still retains conventional arms as well as nuclear weapons as it was. There can be no opposition as to what we have to keep the most strict guard against is the threat from North Korea. But still, the North has the right to come out and say, “You do what you want to do only after you get our approval” whenever our Armed Forces do exercise to protect our nation or reinforce our military strength. Where on earth is a country other than us South Korea who leaves its military sovereignty to its opponent which threatens our national security the most?
