7일 오후 5시경 뉴스타운 기자들과 애국국민들이 광화문 광장 이순신 장군 동상 앞에서 ‘뉴스타운 손상윤 회장 탄압’에 반발하여 기자회견을 가졌다.

마이크를 잡은 본지(뉴스타운) 윤정상 기자는 “마이크 펜스 미국부통령이 내일 방한한다”며 “문재인 정부가 언론을 탄압하는 독재국가로 가고 있다”며 문재인 정부를 성토했다.

국변의 조원룡 변호사는 [성명서]를 영어로 낭독했으며 성명서를 다음날 미국대사관에 전달하기로 했다.

다음은 [미국대사관에 보내는 성명서] 전문이다.

뉴스타운은 지난 2017년 10월13일자 연합뉴스의 “자유한국당 김상훈 의원은 12일 보건복지부 국정감사에서 새정부 청와대 경호실이 대통령과 근무자만을 위한 탄저테러 치료제 구입을 추진했다“는 보도사실에 근거해 국민에게 안심하라며 화생방교육도 시켜주지 않는 청와대가 유사시를 대비해 자기들만 살려고 백신주사약 500도즈를 수입했다고 비판보도를 2017년 12월 21일 한 바 있습니다.

이에 청와대는 매우 이례적으로 보도 4일차인 12월25일 상기 보도를 가짜뉴스 및 허위보도라 대변인을 통해 발표하며 “통상 언론중재위원회의 조정 및 정정보도 요청절차를 거치지 않고 경찰청에 수사 요청하여 경찰청은 서울지방경찰청 사이버수사대에 사건을 배당하여 수사에 착수한 것으로 알려졌다“고 (조선.com)이 보도하였습니다.

이와 관련한 당사 뉴스타운의 보도취지 입장을 재차 정리하자면 최근 북한의 핵무기 개발 및 전쟁위협과 관련하여 중대한 안보위협 상황임에도 불구하고, 국민들에게 어떠한 유사시의 예방 대피조치에 대한 교육도 하지 않는 이 정부가 정작 전쟁 및 대테러 상황대비에 필요한 탄저균 백신을 국민 몰래 구입하여 투약을 해서 예방을 하든 청와대의 주장처럼 치료용을 염두하였든 결과적으로 그들만의 안위를 위한 처신이 적절하지 못했다는 취지의 비판보도였음을 밝힙니다.

덧붙여 많이 양보하여 청와대의 주장인 예방용이 아닌 치료목적으로 백신을 구입했다라는 취지까지 수용하여 바로 익일 정정취지의 보도를 하였음에도 불구하고 청와대는 통상적인 절차를 무시하는 것을 넘어서 공정보도를 한 언론매체에 대한 사법적 탄압을 감행하고 있는 현실에 저희 뉴스타운은 참담한 심정을 금하지 못하고 있습니다.

주한 미국 대사관 관계자 분들게 지극히 상식적인 질문을 드려볼까 합니다.

현재 명백히 대한민국은 북한이라는 적국과 대치중인 국가이고 북한이 핵과 미사일 그리고 생화학테러 감행의지를 수시로 드러내고 있는 실정임은 모두 잘 알고 계시리라 생각합니다.

그렇다면 탄저균의 테러무기화가 압도적으로 개발 완료된 북한을 지척에 두고 있는 대한민국에서 상식을 가진 국군통수권자이자 국가원수인 청와대가 과연 제일 먼저 염두하고 대비하여야 하는 백신투약 대상이 누구이겠습니까?

저희는 당연히 대한민국 60만 국군, 그리고 법치수호자 경찰, 국민안전의 최전선에서 고생하는 구급대원들 까지는 최소한이지만 최우선적으로 누구보다 먼저 접종대상에 검토 하여야 하는 것이 당연하다고 생각합니다.

이 생각이 오직 뉴스타운만의 왜곡된 생각이자 보도이고 이것이 가짜뉴스고 명예훼손이 되는 사항인지 국민여러분들께서 냉정하게 판단하여 주십시오.

이러한 저희의 입장에도 불구하고 이후 2018년 01월 17일 서울지방경찰청 사이버수사 6팀으로부터 19일 오전 10시까지 출석하라는 출석요구서(피의자)를 받게 되어 확인결과 고소 고발없이 인지수사라는 명분으로 해당보도의 진위조차 파악하지 않고 일방적 범죄혐의대상자 신분인(피의자)로 통보되는 황망하기 그지없는 상황에 이르게 되었습니다.

이에 <국민의 자유와 인권을 위한 변호사 모임(국변)>소속의 저 조원룡 변호사를 변호인으로 선임하여 법적 대응을 하게 되었으며 1월22일 변호인이 서울지방 경찰청을 방문하여 사건의 진행상황 및 진행상황을 확인하고 통상적 명예훼손 수사절차에 입각하여 해당사건을 관할서에 사건이송신청을 요청하였으나 이 조차도 무시하고 2018년 1월26일 오전 10시 출석하라는 제2차 출석 요구서를 답변대신 통보하였습니다.

여기 까지만 보더라도 해당보도와 관련된 경찰, 정확히는 청와대의 모든 사법적 절차가 명백히 위법의 소지도 있으며 공정과 상식적이지 않음을 알고 있으나 대한민국 최대의 수호가치인 “법치주의”에 입각하여 “악법도 법이다”라는 심정으로 오직 법의 테두리 내에서 대응키로 하여 거듭 사건을 관할서로 이송해 달라 요청하였습니다.

허나 거듭되는 의뢰인의 요청에도 불구하고 경찰은 2018년 02월02일 10시 까지 사건이송 없이 서울지방경찰청으로 출석 하라는 최후 요청을 하였습니다.

주한 미국 대사관 관계자 여러분! 이에 손상윤 회장은 이러한 말도 안되는 언론탄압 상황에서도 최대한의 인내심으로 법치적 절차를 준수키 위해 노력하였음에도 불구하고 정부차원의 언론탄압사항에 분노하지 않을 수 없었습니다.

명백히 헌법에서 보장하고 있는 언론의 자유를 정식 언론사인 뉴스타운만이 제외되는 이유가 있습니까? 60만 국군과 경찰 구급인력에 대한 예방요구 보도가 공익을 위한 목적이 아니면 무엇이겠습니까.

하여 언론의 자유와 60만 국군, 경찰, 구급인력 나아가 대한민국 국민의 안전을 수호하고자 법치와 국민안전이라는 대의를 위한 선택으로 01월 30일자로 무기단식투쟁을 손상윤 회장은 선포하고 금일 8일차에 이르렀습니다.

이미 서울지방경찰청이 통보한 최종3차 출석요구일은 지난 02월02일 오전 10시부로 만료되었습니다.

주한 미국 대사관 관계자 여러분! 저희가 물러나면 60만 국군 나아가 국민의 안전에 대한 그 어떠한 보도도 차후 청와대의 입장에 따라 진.위가 가려지는 보도가 될 것이라는 무거운 책임 앞에 이 투쟁을 멈출 수가 없습니다.

단식투쟁으로 하루하루 상해가는 의뢰인이나 그것을 지켜보는 뉴스타운 임직원 일동 모두가 하루하루를 칼날위에 서는 고통속이었음을 통감합니다. 이에 다시 한 번 저희는 이 정부에게 요청 합니다.

첫째, 60만 국군과 비상시 치안유지업무에 종사하는 경찰, 소방과 구조업무에 종사하는 소방관들에게 우선적으로 탄저균 백신을 예방 접종하라.

둘째, 자유민주주의의 근간이 되는 여론 형성의 주역인 언론매체에 대한 탄압을 즉각 중단하고 언론의 자유를 보장하라.

셋째, 법치를 무시하는 일방적 국정운영을 즉각 중단하라.

Internet Media 'Newstown'(www.newstown.co.kr) reported on the 21 of Dec. 2017 that the Blue House(Cheong Wa Dae) imported 500 doses, a vaccine injection of Bacillus anthracis from US company for the purpose of survival of President and workers Only in the Blue House based on the Yonhapnews report on Oct. 13, 2017

The Yonhapnews report is that Kim, SangHoon Congressman Liberty Korea Party disclosed Presidential Security Service of the Blue House, Moon Jae In Government bought cure medicine against the Bacillus anthracis terror for only President and employees of the Blue House, the Korean presidential residence at time of the Inspection of the Government Office of the Ministry of health and Welfare on the 12th of Oct. 2017.

In this connection, Chosun.com reported that Spokesman Park of the Blue House made public extraordinarily on the 25 of Dec. 2017 that Report by Newstown is a fake news. Chosun.com reported that the Blue House requested investigation to the National Police Agency without any measures in advance such as request of a correction on a news report and/or an arbitration by Press Arbitration Commission. National Police Agency alloted the case to Cyber crime of Seoul Metropolitan Police Agency

In this context, Newstown's views on a news report of Bacillus anthracis are ;

* The Blue House didn't inform Korean People of any preventive evacuation measures in the severe threat of national security by North Korea which has developed Nuclear weapons and Missiles such as ICBM, * The Blue House imported the anthrax vaccine for People secretly and Whatever the reason of import, the Blue House's action for only President and workers in Cheong Wa Dae is inadequate.

The Blue House asserted that the anthrax vaccine is for therapy not for prevention. Nevertheless 'Newstown' made a corrected news. But the Blue House made it a practice to fly in the face of standard procedures, and made judicial suppressing the Newstown which gave unbiased reportage. Thus, Newstown cannot help but feel devastated.

We, Newstown would like to ask common-sense questions to whom it may concern of US Embassy in Korea.

You know full well that at present, the Republic of korea stands face to face with North Korea, South Korea's enemy, and the Labour leadership of North Korea show their true colors of chemical weapons terror and provocation by their Nuclear weapon and various missiles.

As you know well, South Korea is facing a formidable foe, North Korea which has weapons for terror such as chemical weapons, Nuclear weapons, various missile capable of warhead, etc. Accordingly, We believe in that Cheong Wa Dae should prepare for emergencies and administration of the anthrax vaccine should be made for Korean People including soldiers.

Newstown asserts that administration of the anthrax vaccine should be given positive consideration for 600,000 soldiers, national police officers, and paramedic preemptively.

Please make your judgement of Newstown's assertion is correct or incorrect ? And Is Newtown's assertion a libel ? The Blue House side sued Newstown for libel.

In spite of Newstown's assertion for all People, we received a written request for attendance from Cyber Crime Team 6 of Seoul Metropolitan Police Agency on the 17 of Jan. 2018. As a result of checking the request, In the name of recognition investigation without plaintiff or accuser, or without grasping truth, police team labelled as a suspect of criminal charges. How absurd?

Newstown appointed Lawyer Cho Won-Ryong(조원룡) belongs to Lawyers for the freedom and human rights of the people as an attorney. Attorney Cho visited Seoul Metropolitan Police Agency and checked the progression sequence, and he requested the case transfer to the local precinct concerned, but Police Agency disregarded our request, and instead, police agency noticed 2nd attendance at 10 A.M. on the 26 of Jan. 2018.

Police Agency including Cheong Wa Dae (the Blue House) has controversial issue of illegality, and Police Agency's assertion is unfair and from a common-sense point of view, that is incomprehensible. But We, Newstown request the case transfer to the local precinct concerned based on constitutionalism from an angle of "A Law is a law, however unjust it may seem."

But despite a client's repeated requests, Police Agency finally request attendance at Seoul Metropolitan Police Agency by at 10 A.M. on the 2 of Feb. 2018 without case transfer.

To whom may concern, US Embassy in Korea ;

Mr. Shon Sang-Yoon(손상윤), chairman of Newstown has made greater efforts of observing the law in the midst of suppression of the press, Newstown. But Mr. Shon cannot but resent the Korean Government's clamping down on free press.

An official press company, Newstown only cannot enjoy freedom of speech guaranteed by the constitution. What is the reason ?

News report on preventive measures for 600,000 soldiers, Police persons, and ambulance personnel is for the purpose of public interests clearly.

For safety reason of Korean people including 600,000 soldiers, police persons, and rescue, and in the name of governing according to the law and The safety of the people, Mr. Shon started fast from the 30 of Jan. 2018 and He fasted for eight days to the 6 of Feb., 2018.

Request Date of attendance noticed Seoul Metropolitan Police Agency already is overdue from 10 A.M on the 2nd of Feb. 2018.

To whom may concern, US Embassy in Korea ;

If Mr. Shon and Newstown go backward, all news reports about safety of Korean People including 600,000 soldiers are at the mercy of faceless the Blue House(Cheong Wa Dae). Therefore, Mr, Shon can not but struggle for the free press.

Mr. Shon and reporters in Newstown are suffering from the faceless police agency to be doubts controlled by Cheong Wa Dae.

Accordingly We, Newstown asks the followings ;

1. Please vaccinate 600,000 soldiers, police persons who are serving security, and fire fighters with the anthrax vaccine first of all.

2. Please stop suppression of the press immediately and guarantee freedom of speech which is a backbone of liberal democracy.

3. Please stop unilateral government operation flouting the law right now !
